No — follow-up testing is separate and must follow the SAP plan, even if the driver is also in the random pool.

How many follow-up tests are required?
The SAP determines the plan. DOT requires at least 6 unannounced tests in the first 12 months
(commonly), and the plan may extend up to 60 months, depending on the SAP.
